Definition of an Assessment Agency

Assessment Agency (AA) is defined as an agency which tests or conducts examinations to assess whether a learner has met the requirements necessary to be competent and qualified with respect to a skill or qualification.

NCVET Recognition

Recognition of an entity as an Assessment Agency by NCVET means that the entity has been authorized to assess trainees after completion of the trainees’ training under an NSQC aligned and approved qualification.

The recognized Assessment Agency is eligible to carry out assessments for NSQF aligned and approved qualifications in the sector allocated to the AA for which adequate capacity (Question Banks, SMEs, Industry connects etc.) has been demonstrated by the AA.

Key Responsibilities

Functions of an Assessment Agency

  1. Conduct quality assured standardised assessment and record results.
  2. Develop Assessment Strategy and Standard Operating Procedures (SOPs)/ checklists for content development (including question bank), assessment and delivery processes, performance reporting and analytics, roles and responsibilities of the assessors, proctors and SME, etc.
  3. Ensure availability of accessible standardised assessment tools across languages and learner groups.
  4. Ensure availability of core assessment staff (full time/ part time) at all times across states and sectors of operation, who are qualified and competent to deliver the tasks assigned to them.
  5. Allocate certified Assessor to the assessment batch.
  6. Undertake performance rating of assessors and proctors.
  7. Set up systems for grievance redressal.

Agencies must also cooperate with the Council in any inspection or audit of its activities.

Who Can Apply?

  • Legal Entity

    Must be a registered legal entity (Company, LLP, Society, Trust) in India.

  • Experience

    Prior experience in conducting assessments or working in the education/skill sector is preferred.

  • Financial Stability

    Must demonstrate financial stability with audited financial statements for the last 3 years (if applicable).

  • Technical Capability

    Ability to manage assessment platforms, proctoring tools, and data reporting to the regulatory body.
